The Protocol concerning Specially Protected Areas and Biological Diversity in the Mediterranean (SPA/BD Protocol), whose secretariat is provided by SPA/RAC, was adopted in 1995 in the framework of the Barcelona Convention with the view to supporting the efforts of the Contracting Parties to protect, preserve and manage in a sustainable and environmentally sound way threatened or endangered species of flora and fauna as well as areas of particular natural or cultural value, notably by the establishment of marine and coastal protected areas.

Several strategies and action plans have been adopted to plan and facilitate the implementation of the objectives of the Protocol. The latest is the Post-2020 SAPBIO, adopted in December 2021, as an overall umbrella of all thematic strategies and action plans adopted in the framework of the SPA/BD Protocol.

SPA/RAC is currently developing a resource mobilization strategy for the implementation of the activities proposed by the Post-2020 SAPBIO for the period 2022-2030, through project proposals.

In this context, SPA/RAC is launching a call for consultancy to support the resource mobilization process, culminating in a donor conference to be held on 16 March 2023, in Paris, France.
