SPA/RAC is launching a call for consultancy to recruit two independent external experts to carry out the mid-term evaluation of the Regional Strategy for Marine and Coastal Protected Areas (MCPAs) and Other Effective area-based Conservation Measures (OECMs).

The evaluation aims to assess progress in the implementation of the Strategy, in line with the adopted evaluation and monitoring framework and its associated indicators. It will also provide operational and prioritized recommendations to support the achievement of the Strategy’s post-2020 targets.

The consultants will be responsible for conducting the full evaluation process, including the review of existing data and documentation, consultations with Contracting Parties and relevant stakeholders, and the preparation of the evaluation report.

More specifically, the evaluation will examine key aspects such as ecological representativeness, connectivity, management effectiveness, governance quality, geographical balance, and measures supporting ecosystem recovery and resilience.
